pilotage and pilotage exemption

1. pilotage is compulsory for entrance and departure of a ship

2. any person in need of pilotage service should make a report at least 5 hours in advance of the service start time to yeosu district pilot association(662-1383,2383,3383) via phone or wireless communication(vhf ch 8~13).

ships subjected to compulsory pilotage
  • foreign ships with gross tonnage over 500 tons
  • korean ocean going vessels with gross tonnage over 500 tons
  • among barges, only a tug boat combined with a barge (pusher barge) is applied. gross tonnage in this case is the combination of the gross tonnage of a tug boat and that of a barge.
    * gross tonnage of a ship is measured according to international convention on tonnage measurement of shipsor tonnage 69. (but a home trade vessel's gross tonnage is the one on the certificate of a ship's nationality)

embarking & disembarking areas of a pilot is applied only for vessels entering and departing on a sea route, not on port facilities (berth, basin)

application for exemption of compulsory pilotage

in order to be exempt of compulsory pilotage when entering and departing, a shipping company or an agency applies for exemption of compulsory pilotage to our administration. if our administration judges that the ship can safely enter and depart without a pilot after checking the following criteria for exemption, we issue a documentation of compulsory pilotage exemption.

  • a shipmaster goes on board a vessel within +-30% tolerance of gross tonnage of a vessel that he applies for compulsory pilotage exemption, and enters to and departs from the same pilotage area more than 4 times a year or more than 9 times in 3 years from the day an application of pilotage exemption was filed (for those carrying hazardous cargo or oils, more than 8 times in 1 year or more than 18 times in 3 years). in this case both the concerned shipmaster and the vessel are eligible for compulsory pilotage exemption.
  • when the shipmaster with exemption of compulsory pilotage based on regulation no. 1 (above) moves to a vessel (hereinafter referred to as "similar vessel") smaller than or bigger (within 30% tolerance of gross tonnage of the vessel mentioned regulation no. 1 above) than the vessel mentioned regulation no. 1 above, and the vessel enters to and departs from the same pilotage already with exemption of compulsory pilotage, both the concerned shipmaster and the vessel are in application of compulsory pilotage exemption.
  • when experiencingcompulsory pilotage two times within a year since the day of filing a compulsory pilotage exemption application, it must beless than a year after getting off the concerned vessel or the similar vessel.
  • compulsory pilotage is a must when a concerned shipmaster with compulsory pilotage exemption is onboard the concerned vessel or a similar vessel, and does not enter the concerned pilotage area again within a year since departure, but only when he or she has experienced compulsory pilotage two times within a year since the day the application for compulsory pilotage exemption was filed.
  • such an exemption also applies when a dock master enters to and departures from a pilotage area of yeosu port (for test driving of a manufactured or a repaired vessel) more than 6 times within a year since the day the application for compulsory pilotage exemption was filed.
application for exemption of compulsory pilotage

an administrator can make a temporary change of a pilotage area within the purview of maintaining security to address operational challenges caused by the following reasons (1):

  • the wave height is over 2.0m and the wind velocity is over 14m/sec within the pilotage area.
  • when entering and departing from a ship building yard to repair a ship.
  • when experienced compulsory pilotage two times within a year since the day of filing a compulsory pilotage exemption application. in this case it is less than a year after getting off the concerned vessel or the similar vessel.
  • when anchoring urgently due to poor visibility or vessel failure
  • emergencies with a patient in urgent need of care and the like.
