When the frequency of a vessel??? entrance to or departure from the same harbor by boarding on the same ship is more than 4 times in a 1 year or more than 9 times in 3 years as of the date of vessel entrance/departure (Exception: for those carrying hazardous material or oils, more than 6 times in 1 year or more than 15 times in 3 years) when the shipmaster considers that there is no safety related problem at the time of the vessel??? departure or approach. However, it should be noted that for such cases, the shipmaster should notify concerned matters to the concerned Vessel Traffic Service Center in advance and have a consultation.
