Inspection outbound national flag carriers(flag state control)

Purpose

We aim to strengthen the safety management of national flag carriers so as to reduce the rate of embargos in foreign ports and raise national status with respect to maritime safety.

Objects and Cycle

Classification Objects Cycle
Ships of priority Control Vessels belonging to shipping companies which have experienced embargo more than once in three years in a foreign port or embargoed vessels Randomly
PSC vulnerable ships Bulk carriers entering the US and Australia, ships aged 15 years or longer, and ships working an outer port Randomly
Others All ocean going vessels, including vessels under a special order from a head office Randomly

Inspection method

Carried out according to PSC procedures(IMO Res.A.1052)

Measures
  • Investigation on whether an inspection for a ship with defects was properly conducted
  • Giving orders to correct defects and take administrative actions against a violation of law
  • Taking firm action against unfaithful shipping companies that do not correct defects
